Is card counting allowed?

I have seen some people suggest a card counting strategy, but was also warned not to let on to the dealer if using one. What are the official rules on card counting?

When playing in a real casino everybody who looks like counting cards or using any playing system or strategy at all is being thrown out of the
casino and banned from all others in that area. That's no law prohibiting it, but a house rule.

When playing in an online casino nobody cares because nobody can see you.
